Windows Trial BitBucket Server Can not Create Repository in a Project

I just installed BitBucket server on windows with trial licence. Everything seems to be according to instructions. I created a project and set permissions. But when I tried to create a repository, I am getting error:cw/test Could not be created.

Any ideas?
