Why I can't create a task to a pull request comment?

I can't create a task to a pull request comment.

Reason:

The choise

- create task
- create new Jira issue

(see https://confluence.atlassian.com/bitbucketserver/review-and-discuss-a-pull-request-808488540.html#Reviewanddiscussapullrequest-tasks)
aren't there and can't be select.

Are there any settings, which allow this feature?
(my collegue's account works properly)
