Who can add users to a Repo in a Workspace

I know as a workspace admin i can add users to my repo's and groups, but can repo's Admin role add users outside of our workspace into their repo?

Yes, a user who is added to a repository as an Admin will be able to add users outside of your workspace into this repository with direct access.

They won’t be able to add users into a group as this is at the workspace level, but they will be able to access the Repository settings > User and group access > and add users to this repository.
