What access to Bitbucket Data Center after license expires will we still have?

We are migrating our repositories to the cloud, but not all repos will be moved as per developer decisions.  In case some of those decisions are wrong and we need to quickly get to the code, what is our recourse?

I was wondering if there's a document describing what access we will still have to Bitbucket Data Center after the license expires?

Questions like...

Will it be read only?  Can I still assign new users access?

I would think if a DC license expires, the application will simply not work.

A workaround idea: what if you just kept the old Bitbucket instance and let the license expire. First time when you need it again, maybe for a short period of time, you just obtain a trial license and install that...
