We are facing a problem where the user of our repo <url-redacted> is not able to access the repo although they are the admin. We tried generating new access key for the user but still the issue is occurring.

The screenshot hasn't been attached to the question you created, so it's not clear what exactly the issue is.
However, I see that you created a support ticket for this issue as well. It would be useful to provide in the ticket the info that my colleague asked, so they can better help you with this.

I'm fairly certain that being an administrator only grants you the ability to manage a repository; it doesn't grant you any other access (although an administrator can grant that access to themselves). They would need read or read/write access to access the repository contents.
