I am having the same issue as described in the ticket below.

If you have not logged in for log time then your account (user) will be blocked or deactivated, you have to write to support if you have any price plan as from below url
https://support.atlassian.com/contact/#/
other wise you have wait until one of the Atlassian team member unlocks or activate's your account.

Your account has not been logged into via the UI since 2018 and was de-activated as a result. I've just re-activated it so you should be able to login now :)
