Slowness in pip3 install command in "image: python:3.7.3" image

pip3 install awscli aws-sam-cli 

command was taking less than 30 seconds earlier.

Now, since last two days it's taking 6 to  7 minutes in alpine image and 9 t 10 minutes in ubuntu image "python:3.7.3" 

I am not getting similar slowness from local servers . Issues seems to be from bitbucket end.
