Rovo Dev not code reviewing in Bitbucket

Why does nothing seem to happen for Rovo Dev code reviews in Bitbucket?
I have turned on every setting I have found.
- "Use Rovo Dev in this workspace" is ON
- "AI code reviews in this repository" is ON
- "Acceptance criteria check" is ON
- "Automatically review pull requests in this repository" - I have tried all 3 settings, they make no difference
The PR is under 20 lines, and the repo is about 1.5 GB, both well under the stated thresholds of when Rovo Dev might not do a review. Yet all I ever see is an empty Rovo Dev section in the pull request Overview tab, with no signs of any comments being left.
Edit: the coding language is Java
What am I missing?

Hi Syahrul, thanks for the input!
The link takes me to a sign-up page, but I have already been through the sign-up process and am being billed for 4 users. What other setup might be missing?
