Is it possible to have a default Read Only policy for all members of my bitbucket cloud team? I'd like to allow all members of the team to have read only. I know that I can create a new group and give it 'Read access to new repositories', but is there a way to grant it read access to ALL repositories (including existing ones)?
Atlassian Team members are employees working across the company in a wide variety of roles.

You can only do that with groups. When you add a user to a team, you need to specify at least one group where the user will belong to, you can create a group that grants them read-only access to your repos and move them to a different one when needed.
I'm fine using groups for this. The problem is that when I create a new group and grant it read-only access to repos, it is only automatically granted read-only to new repos. Existing repos are not accessible unless I manually grant read-only to each repo for that group.
