Over the years, I have uploaded several zip packages to Downloads using the graphical user interface. The packages varied in size but all were below 500 KB, typically way less. The file names followed a convention such as sigplus-1.5.0.300.zip. However, recently all the uploaded files disappeared, and only a generic Download repository is shown.

I haven't touched configuration settings. The issue was brought to my attention by a user of one of my open-source projects.
We also noticed it just recently.
Our investigation led to this announcement which says:
Downloads: Free workspaces will no longer be able to upload and download additional files.
I guess this will be the case for you, as well.

So far, I did not try pushing new files and my existing files are all gone. Looks as if "additional files" would include everything uploaded via the UI (past and future) that has not been produced by a worker of Bitbucket's own CI/CD platform.

Prior to the changes announced in the post linked above, there was a time period of a few months where Downloads could be exported. As this timeframe has passed, the Downloads feature is not available to users on Free plans (this includes downloading existing files).
If you'd like to download those files, you'll need to upgrade to a paid plan to re-enable the Downloads feature - there is a 30 day trial period where you are not billed, so this will give you time to download those files:
If you'd not like to proceed with the paid plan past this trial period, you may downgrade to Free once those files have been downloaded. If you'd like to continue using the Downloads feature, however - you would need to remain on the paid plan.
