Has this been a persistent problem for you, or a flakey issue?

Can you try run the installation locally inside of a Docker container, there may be some networking/auth requirements that Pipelines also needs: https://confluence.atlassian.com/bitbucket/debug-your-pipelines-locally-with-docker-838273569.html
