Pipeline for Preproduction won't start

I've been working with pipelines within bitbucket for over a month. I tested all deployment environments. Suddenly, Preproduction will bill but will not deploy. The step never starts. Did we run out of deployment steps? Why does it break now when it was working last week?

Integration and Production deployments stop.

But Preproduction refuses to start. Do you know why?
