Everytime we run the pipeline, we get 404 on `apt-get update`.
But it works 2 hours before I post this.

+1 - same issue here and our development is blocked.
Package exists : https://packages.ubuntu.com/cosmic/amd64/jq/download
But Pipelines seems to route to a stale CDN address: http://cdn-fastly.deb.debian.org/debian/dists/jessie-updates/main/binary-amd64/Packages
