Not receiving email to complete verification process. I have used Twilio Authy for authentication.

Does this issue concern the Bitbucket Cloud account with the same email address as your community account?
If so, I can see in our email logs that your email address used to be in our suppression list (this can happen when we try to send an email to an email address that is not active yet), which would make our emails get dropped.
The email address has been removed from the suppression list and I can also see that 2FA is enabled in the Bitbucket account. If you still experience any issues or if this concerns an account with a different email address, please feel to reach out.

I might be possible that, you have tried more than 3 to 5 times without proper login, so your email id got blocked from Atlassian side, you can send an unblock request to atlassian team member.
or if you have paid subscription then you can directly raise a support ticket from below url so that your issue will be resolved ASAP.
