Dear Atlassian Support Team,
my colleague has attempted to reset the account password but is not receiving the password recovery email.
Could you please check whether the account for her is blocked or restricted on your side?
On our end, we have verified spam and junk folders as well as email logs, and we could not find any emails from Atlassian containing a password recovery link.

You assumed correctly. The email must've been added to the supression list from Atlassian's side. I've requested assistance from Atlassian support, to respond to you on this thread.
