I tried accessing the support form through this link: https://support.atlassian.com/contact/#/
When I select “Account login and email issues”, I see the same limited options you mentioned.
However, when I choose “Technical issues and bugs” under “What can we help you with?”, I’m then able to select the Cloud instance and continue with creating a support ticket.
Could you try that option and see if it changes what you’re able to access? It seems the available options may depend on the support category selected.
