We have several people who have been working on products and have left the organization. Currently looks like we cannot access their work since they left. We need to basically find a way we can set ourselves as the admins of the organization and to be able to access all the workspaces people have worked and left.

Any personal workspaces tied to user accounts are considered user-generated content that is the property of those individual users. Atlassian is not in a position to resolve disputes between independent parties or grant unauthorized access to content not registered under your name. If you would like access to another user's account or data, you either will need to obtain that user's permission by reaching out to them. Or provide us with a valid court order directing Atlassian to grant you the access you seek. To protect our customers’ rights, we scrutinize all requests, including court orders, to ensure that they comply with the law. Please note that Atlassian is not able to provide you with any legal advice regarding what constitutes a valid court order.
If alternatively you would like Atlassian to disable content you believe is infringing your intellectual property rights, you can file a takedown notice under the Digital Millennium Copyright Act (DMCA), per the instructions outlined in Reporting Copyright and Trademark Violations and we will handle it based on review and guidelines from our Legal team.
Note that a DMCA takedown will not result in the content transfer to you, it will only result in content deactivation.

I think there has been some misunderstanding. This is not a dispute. The organization pays for the access but are you saying we lose access, as an organization, even after that user leaves the organization?
We are wanting to be able to maintain access after someone leaves for another opportunity or if someone has to abruptly leave due to medical reasons. Currently there is no way to get the projects they are working on. We are just needing a way for an admin to be able to take over and/or reassign the work in that account.

Apologies - I have just located the organisational workspace and I can see that it is on a Premium plan. You don't have any workspaces tied to the account you've used to raise this community post, hence the confusion.
