Jira-Cloud should merge based on the created from branch

When one creates a branch using Jira, a From Branch is selected. This From Branch should be used as the default destination branch in a subsequent Pull Request rather than using the main branch of the repository.

The user makes a conscious decision to use a different From Branch (other than main) when creating a new branch, and that decision should be honoured by Jira when the Pull Request is created.
