Issue with local pipeleine runner not utilizing resources

Bitbucket self hosted runner issue.  We have k8 pods that have a lot of memory but are never ever utilized.   It doesn't matter what we set them to 2x, 8x, 16x etc.  It never uses more than one gig.  It's causing issues with our build running into race and or memory conditions that causes runs to fail.  Has anyone had this issue and how did you solve it?
