Is there such thing as a "paid" bitbucket account?

I have a community (free) bitbucket account.  Is there such a thing as a paid bitbucket (not the full Atlassian suite) account?

Yes, there is such a thing as a paid Bitbucket Cloud subscription. You can find the pricing information here:

so the plan page says it's $3.65 per user per month but if you activate the plan it wants to charge you $18 a month.  Not huge numbers but the misrepresentation on the website is off-putting.

It's because the minimum number of users you can have when subscribing to either standard or premium is 5, as outlined in this FAQ.

Yes, there are two levels above the free one that you pay for. Have a look at the pricing page for Bitbucket for more information.
