Is there an option for setting max time for pipeline for all repositories on an organization or a team?

Unfortunately not, you can only configure it the bitbucket-pipelines.yml file: https://confluence.atlassian.com/bitbucket/configure-bitbucket-pipelines-yml-792298910.html#Configurebitbucket-pipelines.yml-ci_max-timemax-time
