At the moment there’s no separate cost for using Rovo Dev Agents. If you already have an Atlassian Cloud plan (Standard, Premium, or Enterprise), Rovo features are being rolled out as part of that subscription without extra charges.
For Rovo Dev Agents specifically:

They’re currently available to test and use at no cost.

Atlassian hasn’t yet announced a date for when billing will begin, or what the pricing model will look like (per user, per usage, etc.).
My advice: keep an eye on official announcements here in Community and in the Atlassian Roadmap. When pricing is confirmed, it will definitely be communicated ahead of time.
