I'm unable to enable issue tracker on a repository, even thought I have admin access.

New workspaces created through an Atlassian Organization no longer have the default issue tracker as a feature.
We strongly recommend using Jira to track issues going forward. You can find integrations instructions on the following documentation:

I'm facing the same issue. I understand that you're strongly recommending using Jira to track issues going forward. However, I need to import issues from GitHub into Bitbucket, so I'd prefer to use Bitbucket’s API for this purpose.
Because of that, I want to enable the issue tracker in Bitbucket, not Jira issues. Is there any way to do this?

Unfortunately, the issue tracker is a legacy feature and cannot be enabled in new workspaces.
I'd suggest migrating the issue from GitHub directly to a Jira instance. I've found the following question here in Community with some suggestions on how you can do that migration:
