It says "An account with that name already exists".
Pretty sure this username is unique enough that nobody else could have it.
Is there any way to recover an account using the user name?
It is possible the username already exists, no matter how unique it is.
I'd contact Atlassian Support if you want to discuss it though, and see if the username is linked to you in some other way.
