If your workspace is on the Free Plan, no invoices will be generated. Invoices are only issued for paid Standard or Premium subscriptions.
The main reason users can’t find their invoices is that Bitbucket Cloud billing is managed through the Atlassian Billing Portal (https://admin.atlassian.com/billing), which is separate from the usual Bitbucket workspace settings. Also, access is limited based on specific roles.
Ask your internal team who set up the subscription. That person is at least someone who can see the invoices or add you as a billing admin. If the person who owns the billing has left the company, you will need to open a Billing & Licensing ticket with Atlassian to have a new contact assigned.
