I have an admin access to the repository of a team. I would like to make our issue tracker public while the repository is private. Unfortunately Bitbucket does not allow me to do so, even if on internet it is advertised I can.
I go to the repository Settings, then Issue Tracker, and try to click public issue tracker. A popup appear and says : "Public issue tracking is disabled because this repository belongs to a private project. Speak to a team admin for more details."
Our team admin tried to activate it, and it is also not possible.
The way to solve it was to set our private project to public. This then allows to choose public issue tracker which does not prevent you from keeping private repo private.

I've tried reproducing your issue but in my case I've been able to enable the public issue tracker for my private repository, I can even allow anonymous users with no access to the repo to submit issues:
Can you describe exactly what isn't working for you? Can you see the option 'Public issue tracker'? Can you check it? Do you have the right permissions?
Please send us also a screenshot so we can understand what is happening?

We figured out !
Actually private project cannot have public issue tracker (even if the option is still displayed in the settings).
So we had to switch our private project to a public one. I a bit confused with the difference between a public project and a public repo, but finally found out that a public project can host private repos and public issue tracker !
