How to add checkin rules to my repository

Hello,

I would like to enforce checks to certain branches (only like master) and not sure how to achieve them. 

1. Mandatory pull request for checkin (found that this can be achieved in branch permissions)

2. Minimum 3 reviewers for PR 

3. Check specific format is followed in the comments like including a JIRA id etc

4. If the above rules are implemented for master branch and if I clone the branch then the new branch should also have the rules automatically inherited

Edit 2: Can these be enforced as policy across the company. so when team create and work on their repositories these are in place.
