How does the import repository feature work exactly?

Looking to move a repository to mine.

Does the Import Repository option also move commit history, JIRA branch info and existing forks?

It moved everything which is in the git history. Commits are part of the history and will come over, as will branches, tags, etc... Since Jira stuff is based purely on commit messages, yes it should come over without any issues. Forks will not move over since they're outside of the git repo.
