I found https://confluence.atlassian.com/bitbucketserver/review-and-discuss-a-pull-request-808488540.html which details how people are added and removed from the list of watchers for a pull request. I can't find a way to see who is watching a pull request. (In JIRA seeing and changing who is watching an issue is obvious.)
