Apart from what Fabio linked, I believe there's some internal issue with manual workspace restoration. Meaning, the Atlassian Support team needs to chime in and reactivate it for you.
I've asked someone from forum support to take a look at this and help out.

There is an issue seeing the self-service option to re-activate in the UI but it can be accessed via this direct link:
If you still don't see the option to re-activate, please raise a seperate post (as we are able to see personal details of post authors).
