How do I grant access to create repos but not edit permissions. Project admin gives both and I can't have that. I just want them able to do everything except edit permissions.

Hi Elizabeth! Assuming you're referring to team accounts, you can grant your users permissions to create repos without making them administrators. You can learn how in the article Set permissions for team members.
