How can you see who the owner is for a BitBucket account? How can you change their email address? The person who we think it currently goes to has left.

For security reasons, you can only see the username of an account, you can not see its email address. Also, even if you could see the email address, you wouldn't be able to change it unless you're the owner of such account.
If you need to access that Bitbucket account for any reason, you'll need to contact that person directly and ask him for permission.

Unfortunately, that is the issue. the person that is the owner has now left the company so it isn't possible to ask him for permission.

That mailbox doesn't exist anymore for that person, hence why we can't get their approval.
Can we get the email address changed to that of the person paying the invoice? Grant Donovan?

Why does his email address not exist anymore? Was it owned by your company and deleted when he left? The email address is necessary to log into the account, so if the email has been deleted the account will be inaccessible. If the admin of your company is able to recover or recreate the email address, then he'll be able to request a reset password for the Bitbucket account and gain access to it.
