Hi Atlassian Community, I’m a cofounder of a startup currently using Atlassian tools for product development and team coordination. As we prepare for investor demos and technical handoff, I’m requesting full admin access to our workspace to ensure operational continuity.
Unfortunately, our current CTO has restricted access, which is creating blockers for documentation, onboarding, and platform stability. I’d appreciate any guidance on how to resolve this within Atlassian’s framework or escalate appropriately.

I read your question last week and could not provide an decent answer. And in the meantime nobody had an answer for you.
The situation you are facing is unfortunate and delicate (I think).
Best thing would be to solve this internally on your end. Talk to your CTO and co-workers to explain why the blocked access is problematic and why having a single person with admin permissions in not a good idea (what if person get sicks, leaves the company, etc.)
I don't think there is a way to enforce access via Atlassian.

You would have to reach out to the workspace Admin of the BitBucket workspace to get access to any BitBucket features.
Atlassian cannot grant admin access without proper verification due to security and privacy reasons. We cannot make any changes in a workspace's user access, such as assigning or changing administrators, and we also cannot share other users' email addresses.
A suggestion is to create a new workspace, transfer the repositories to this new workspace, and set up user access there:
You need to have admin permissions to a repository in order to be able to transfer it. If you don't, you can create a new empty repo in the new workspace, take a mirror clone of the existing repo, and then push to the newly created empty repo.
