Execute a pipeline without fetching the repository

Is it possible to define a pipeline without the "build setup" part (i.e. without fetching the repo ?)

Could you provide a use case?

as I understand it is not possible without fetching.

I just want to execute some commands on push, without the need to have a fetched repository.
