The admin of the repository sent me invite, but I was unable to go to the repo. The error appeared which states: "The owner of this repository [owner full name] is already at their plan limit and will need to upgrade before adding more users". The admin deleted one of the users, and resent invite, but I still have the same problem. I have tried to log in from different accounts, but unsuccessful. The admin said, he was able to log into repo by sending invite to another email. Can you please check the account of the owner of repo?

I can confirm that the workspace where this repo belongs is at its plan limit. All workspace members count as billable users regardless of their access.
You can ask the admin of the workspace to access Workspace Settings > User Directory. They can see on that page all users with access, view what access each user has, and also remove users.
