We had a rollout recently, which caused issues for our notification service responsible for invitation email delivery. This has since been rolled back, and I can confirm that emails should go through now.
Can you please cancel those pending invitations from any user groups you may have invited those users to, and re-add them again to those groups to trigger a fresh invitation email?
Please let me know if any issues.

IT could be due to couple of reasons..
1. User might added in the Suppression List: As a site-admin we dont have direct access, for this you need to reach out to Atlassian Support.
2. Contact Atlassian Support: Reach out to Atlassian Support by creating a support request through the Atlassian Support Portal.
