Does the system automatically downgrade you to a free account when you update payment information?

We recently updated CC payment information. Upon doing this, we noticed that our service downgraded to the free type for several minutes. After completing the update we noticed it return to the correct service type. Is this expected? Is there any security risks in doing this?
