Essentially, we currently have a free subscription for a small team. However, the previous administrator, who initially set up the Bitbucket Cloud workspace, has since left their position and joined another company. They reached out to me, requesting that I remove them from the workspace, but I encountered JSON errors in the process. Furthermore, they were unable to leave on their own. Is there a way to transfer administrative privileges to one of the members for the former admin?

Checking internally for the workspace you have shared when posting this question, I see it is a Personal workspace that is attached to a user account. Back in the day, when a new account was created, Bitbucket would also create a personal workspace linked to the account. Personal workspaces are a legacy feature now and any new workspaces are shared workspaces (see Difference between Personal and Shared workspaces).
This is the reason why you are not able to remove the original administrator user because the workspace is linked to their account.
While there's no option to convert a personal workspace into a shared workspace, I see you are also an Admin in that workspace, so you can create a new workspace and transfer the repositories from the original workspace to the new one. The new workspace will not be attached to a user account and will be owned by any member who is added to the Administrators group.
