We have on bitbucket an open source bioinformatics project with a lot of downloads:

The pre-built versions were saved at Downloads page. However, by some reason the this page became empty:
https://bitbucket.org/kokonech/qualimap/downloads/
Nevertheless, previous links saved at other places (e.g. tool website http://qualimap.conesalab.org/) are still working, for example here's one latest release:
https://bitbucket.org/kokonech/qualimap/downloads/qualimap_v2.3.zip
How to restore all previous links at Downloads page?

You can't see the "Download" feature because you are on a free plan.
We have recently shared the details of these changes on our post below.
The way to achieve your goal of downloading your files is by upgrading to a paid plan and utilising our 30-day trial period to restore functionality and provide more time to backup your files from the Download section.
You can choose to continue or cease your trial before the end of the 30-day period.

There is a statement in the link you proivded: "We remain committed to supporting all our customers and offer special plans for startups, academic institutions, and open-source projects." Our project is exactly academic and open-source, but I did not find any details about it. Is there a chance to provide permission to open Downloads? Do you know how to get more details about this opportunity?

Are you using the Free plan on Bitbucket Cloud?
If so, then the Downloads page is not allowed for you anymore, unfortunately.
