Bitbucket is not allowing invite to send to external users

I have a Bitbucket worksapce for my organizarion. I created a separate Bitbucket worksapce for recruitment. Under that, I have a publc project and a repo. I want to give write access to external user to do coding challnege and submit the PR

It does not allow me to send invite to external user and I get this error "No matching workspace members found." Please suggest what could be the problem and how can we fix it?

Welcome to the community.

You first need to invite the user via http://admin.atlassian.com → Directory → Users → Invite users to grant them access to the Bitbucket workspace. Once access is granted, you can then assign them to the appropriate groups, projects, or repositories the user needs access to.
