I see that you have already created a support ticket for this issue, you can ask any questions you have to my colleague who is working on your ticket.
@schurikov, you can ask your friend to create a support ticket via https://support.atlassian.com/contact/, in "What can we help you with?" select "My account". Please ask them to include the email of the deactivated account in the ticket description and mention that the issue concerns a deactivated account.
