Bitbucket Cloud workspace locked read-only (user limit exceeded, Free plan, 2 users)

Hi,

Our Bitbucket workspace lmfinance is locked in read-only mode with error “user limit exceeded (HTTP 402)”.

We are on the Free plan (limit 5 users) and User Management shows:

• Total users: 2

• Active users: 2

This looks like a billing desync issue.
