Bitbucket AD user number discrepancies

• We use Active Directory to manage our 50 Bitbucket licenses.
• We actually have 3 active directory (regular users, power users, admins)
• In all three AD groups, there are 46 users (some of which have never logged in)
• When we log into Bitbucket, it shows that we have 49 users. 
• Why is this? Where are the other 3 licenses? How can we update?
