We have given repo access to on user but the user did not get any notification mail on his mail
what is issue and how to solve

Welcome to the Bitbucket Cloud community!
May I know what the issue is here? I can see that each user who was sent an invitation is a member of the workspace. Once a user is a member of a workspace, they no longer need invitations and will be added directly to the repositories.
I additionally cannot see any SMTP bounces from your mail server, so mail is being delivered.
If you still require support - please raise a ticket directly with us, as Community is a public forum and it would not be appropriate to share personal information (such as email addresses) which would identify publicly the users that aren't receiving emails:
