Are we able to configure web service links at the team level?

Are we able to configure web service links at the team level (i.e. so that all repositories associated with that team automatically benefit)?

Failing that, can the web service links for a repository be managed via the API?

I think I can answer the second question. It is possible to manage web service links via the 1.0 api. For example:

POST /1.0/repositories/{team}/{repo_slug}/links HTTP/1.1
Authorization: ...
Content-Type: application/x-www-form-urlencoded
