I am currently trying out Bitbucket and encountered an error while creating a workspace.

From the screenshot I see that you do not have a prompt to select Organisation where the Bitbucket workspace should be part of , shown in the screenshot below. This is a Recent changes in the UI and could be one of the reasons why you might not be allowed to create a new Workspace.
Could you please retry creating the Bitbucket workspace following the steps below :
Go to the following URL: admin.atlassian.com
Log-in to your Atlassian Administration account.
Select the Apps tab on the top navigation bar.
Select the Add app button.
Select Bitbucket from the list of apps.
Name your workspace. Workspace ID is auto-created in accordance with your workspace name.
Select the Agree and add button to create your workspace in Atlassian Administration and agree to the Atlassian Cloud Terms of Service and Privacy Policy.
Please note : If your organization has set restrictions on workspace creation, you will have to request access to the workspace you created and an administrator within your organization will have to grant you access to that workspace. If access is granted by the org admin, you will receive a notification email where you can accept the invite to your new workspace.

As the error suggests, "Something went wrong on our end. Please try again. If this keeps happening, contact support. (Issue ID for Atlassian use: %22c4c9a277-aeb5-4771-a981-ddb696b3bc0d%22)" strongly suggests an issue on the Atlassian server side, not with the workspace name you chose or your local setup.
This is a known, intermittent bug that occurs when creating a Bitbucket workspace through the initial signup flow.
Go to Atlassian Administration: Navigate to the central administration portal for your Atlassian account:
Log In: Log in using the same Atlassian Account credentials you used to try and create the workspace.
Navigate to Products: In the top navigation bar, look for and select Products (or sometimes Apps > Atlassian Apps depending on your organization structure).
Add Bitbucket:
Find the option to Add product or Add app.
Select Bitbucket.
Create Workspace: You will be prompted to choose a name for your Bitbucket Cloud workspace.
Enter the desired workspace ID (e.g., loocian).
Click Agree and add (or Create)
This method bypasses the buggy initial creation screen and typically succeeds immediately. If you were associated with an Atlassian Organization, you might need Organization Admin permission to add new products.
