I have this error message in my Bitbucket server which is running on PostgreSQL Database

A fatal error has occurred

The following problem occurred, which prevents Atlassian Bitbucket from starting:

• The database, as currently configured, is not accessible. 
  FATAL: the database system is starting up

Have you recently restarted Postgres? If so, you'll need to tail the Postgres logs and watch for a message like "the system is ready to accept connections" before attempting to start Bitbucket. In the future, you can speed up Postgres reboots by issuing the checkpoint command (`psql -c checkpoint`) before stopping that process.
