access denied while trying to retrieve Tomcat details from http://localhost:8080/manager//serv

Unable to deploy application in tomcat server. When bamboo tries to retrieve tomcat details access denied issue occurs. why it is so and what should have done ? 

Below provided tomcat-users.xml file configuration.

Can you provide the error you see in your log related to the access issue?  In addition, what OS are you running this on?
