How to configure on the plan which show message like "No agent can build this job"?

You should take a look at the requirements of all the jobs in your plan an make sure that they are available on the build agents. An easy way to see which ones are missing is the agent matrix in the administrative section of the bamboo console. When you hover over the crosses you will get a tooltip with what is missing.
