How to improve the performance of the bamboo plan and want to make the build stable

we are using ruby on rails project and in the plan we have 4 stages 

1. checking the code quality

2. security checks

3. create the docker image and pushed to the  repository

4. run the test cases using rspec

The problem I have been facing is some time the build is failing in 4 th stage and it is taking long time to build.

Can any one help me how to debug and make my plan stable all the time.
